DEFINITION:

A designated list, registry, catalog, or collection of individuals, groups, entities, activities, locations, behaviors, subjects, or items selected for increased observation, monitoring, review, tracking, or attention.

FUNCTION:

Focuses surveillance resources by identifying subjects that require elevated scrutiny, observation, monitoring, assessment, or review.

Through watchlists, surveillance systems prioritize observation, increase scrutiny, and direct awareness toward individuals, entities, activities, or conditions deemed significant, noteworthy, uncertain, or potentially consequential.
